And utilization stays at 4%.

The data from two decades of EAP research is unambiguous: the primary barrier to mental health care in Canadian workplaces is not awareness. It is fit. When an employee from a Somali background calls an EAP line and reaches a white, English-speaking counsellor who has never heard of their culture's framework for emotional distress, they don't come back.

This is not a criticism of those counsellors. It is a structural critique of an industry that has treated cultural diversity as a communications challenge rather than a design challenge.
